RPD SEEKING PUBLIC ASSISTANCE

RPD Case 10-3194

January 21, 2010     10:30 A.M.

The Redding Police Department is investigating two separate incidents involving a male suspect who contacted two 13-year-old female students as they were walking to their school bus stops in the morning hours.  The two cases are similar and the Redding Police Department is requesting assistance from the public in identifying and locating this dangerous person.

The first incident occurred on October 23, 2009, at about 8:05 a.m. near the intersection of Browning Street at Friendly Road.  The victim observed a white SUV or van type vehicle drive by her and the driver give her a “thumbs up” gesture.  He then returned and blocked her walking path with his vehicle.  The male driver motioned her towards his vehicle. She said “no” and refused to approach him. She showed him her cell phone and told him she was calling the police.  The male suspect threw up his hands and drove away, never exiting his vehicle.  In this case, the victim described the vehicle as a small, clean white GMC SUV with a black stripe or trim near the bottom panel and a luggage or bike rack on top.  The physical description of the man provided by the victim is very similar to the description provided by the second victim, with the difference being a slightly heavier beard growth.

On January 15, 2010, the second victim was walking on Westside Road near Jewell Lane.  She observed a white van or SUV drive by her several times.  At one point, the driver asked the victim if she knew the location of a certain street.  The victim told the suspect she was not familiar with the street and kept walking towards her bus stop.  She then observed the vehicle park near the entrance of the Safari Mobile Home Park and saw the driver exit the vehicle.  The suspect called out to her, requesting she walk towards him.  She refused and continued walking towards her bus stop, by this time quite frightened.  The suspect then approached the victim from behind, grabbed her arms, telling her, “I’m going to give you a ride.” The victim struggled and yelled out for help.  She was able to pull away from the suspect and run towards her bus stop. The suspect returned to his vehicle and drove southbound on Westside Road.  The victim described the vehicle as a dirty mini van or small SUV with a black stripe or trim along the bottom section. Both victims described the suspect as a white male, 38-40 years of age, 140 pounds, “skinny build”, dark brown shoulder length hair, wavy and matted in appearance. He was wearing a baseball cap, possibly dark in color with a small logo or writing of an unknown type. He had a light to moderate beard with a distinct cleft chin, sunken cheeks, and he had a deep voice.  He was described as being “dirty” in appearance.

The victim of the most recent incident described the suspect as wearing “Wrangler type” jeans and a dark “mossy green” colored jacket.

Below is a suspect composite sketch and possible vehicle types.
